[ntl] HNF new Module

  I am Siavash Izadkhasti, I was a MSc student in University of Bristol

  I have implemented the HNF module in NTL library with a faster and more
  efficient algorithm[1]

  I need to know if it's possible to participate in the NTL library and ask
you to replace
  the current HNF module with the one I have implemented
