[ntl] Hosting source code on github and autotools build system?

Hi,

currently the NTLs source code is hosted only on Mr Shoups website, if I
get it right. Are there any plans to move it to a site like github? I
would expect, that this makes it easier to collaborate on improvements.
And did someone discussed using autotools instead of the currently used
custom makefile generation?
